Sciene and HR practices tell us it should be based on merit and performance. However in practice it is based on relationship. For most part I think our decisions on promotions, decisions preferences are based on human relations. Thus among govts of nation, Singapore would tend to base decisions and actions based on merits and results (Meritocracy) Govt of countrie like PHL would rely more on relationships: hire more relatives, favor relatives and friends as suppliers. In some cases they term it sipsip In a family owned organization, this system prevails Thus conflicts and quarrels arise. Sometimes it is not the corporate goal that counts but self interest, authority, turfs, mini empires. It is sometimes deragatory.
Both have theri upsides and downsides
Merit means stricter hiring standards, justice in evaluation However we are not clear and authority and power structure could be shaky.
There is dishnesty, tayo2 in relationship despite trust. Abuse comes in.
