Most of the time, when confronted by a problem, the solution is often limited by parameters of the problem solving process. Very seldom do teams go on expansive or integrative (or even strategic approach). It is just problem solving or functional areas thinking. It is thinking within the box (Consider Lateral thinking by Edward de Bono
Some suggestions:
1. Set aside a time for problem solving and creativity. Use the entire time. (Maybe do it in the evening when the right brain is functioning more)
2. Encourage outside learning (from the internet, from seminars etc)
3. Reward expansive thinking
